If your payment is not received after 28 days from the issue of the PCN, we will
send the registered keeper of the vehicle a Notice to Owner (NtO) document.
A
Notice to Owner document provides a further chance to pay the full penalty charge or to make a representation
to Roads Service. If your representation is successful, we will cancel the PCN. If we do not accept
your representation, we will send you a Notice of Rejection. You will then have 28 days to pay the full
penalty charge or make an appeal to the independent adjudicator.
