I no longer own this vehicle, why do you keep writing to me?

The most likely reason is that you are still the registered keeper with the DVLNI and you need to inform them of when and to whom you sold the vehicle. The registered keeper is responsible for any Penalty Charge Notice issued to the vehicle.
