If you do not pay the penalty charge when you receive the Notice to Owner NtO or
lodge an appeal (see Appeal) then, normally 28 days after we have sent you the NtO, we will send you
a Charge Certificate requiring you to pay an extra 50% in addition to the PCN value i.e. £90. You have
no further right to appeal at this stage.
